It is a pleasure to welcome you to the website of the EU Twinning Project „Support for the Anti-Corruption Department with the Prosecutor General of the Republic of Azerbaijan“. This site is intended to give information on Twinning activities aimed to strengthen capacity building of the Anti-Corruption Department of the Azerbaijani Prosecutor General’s Office by providing assistance based on the best Lithuanian and international practices of anticorruption activities.

Cooperation between Lihiania and Azerbaijan has been built up and actively developed since 1991. Close contacts established in a number of fields such as legal assistance, justice, customs, state border protection and fight against tax violations resulted in the signing and ratification of intergovernmental and interagency agreements.

Cooperation between the Azerbaijani Anti-Corruption Department with the Prosecutor General’s Office, Lithuanian Special Investigation Service (STT) has been maintained since 2005 and is aimed at discussing anti-corruption efforts taken by our countries, sharing relevant experience with relation to your plans to strengthen the counterpart anti-corruption department in Azerbaijan and looking into the areas of mutual interest where working partnerships could be developed.

No accident that Lihuanian STT Proposal to the European Commission publicized Twinning Program Call for supporting Azerbaijan in  December 2008 was selected. The project implementation agreement with the European Commission  was signed in July 2009.

Following this Project during 2009 and 2010 the STT is providing expert services, various consultancies, trainings and workshops on improvement of corruption fighting methods, and is sharing its experience in the spheres of criminal prosecution and corruption prevention with the Anti-Corruption Department with the Prosecutor General of the Republic of Azerbaijan.

This project is a part of Technical Aid to the Commonwealth of Independent States (TACIS) program. The project will help to implement the European neighborhood policy instrument (ENPI) 2007–2010 Azerbaijan national program in order to increase the possibilities of the Azerbaijan state authorities in fighting corruption. Project cost – 1 000 000 EUR.

By implementation this project the STT is contributing to realisation of the strategies of the EU policies for 2008 to 2013 promoting closer cooperation of the EU with neighbouring states, support to their objectives and integration processes, creation and development of safety and stability zone in the EU neighbourhood, encouragement of active participation of the EU countries in strengthening freedom, security and justice in the countries to the east of the EU.

The Twinning Program of the European Union was launched in 1998 on the initiative of the European Commission and its main aim is to assist the beneficiary countries to strengthen the capacities of institutions seeking to put to life the requirements of the EU Acquis Communautaire or to come closer to them. The Program is one of the most important instruments of the European Commission earmarked for public administration institutions capacities development.
